MD 100 Build Slots
A Millennium Dawn submod that lets populous states actually build like populous states. Stock MD tops out at 50 base building slots for a 65m+ state and clamps the engine ceiling at 56. This raises the population ramp to 85 and lifts the hard cap to 100, leaving room for railway and infrastructure modifiers to stack on top.
What changes
MD gives every state a category based on its population, and that category sets the state's shared building-slot base. This submod re-tunes the top ten categories and leaves everything below them alone:

[th]Population band[/th][th]Stock MD[/th][th]This submod[/th]

8.5m – 10.5m2222 (unchanged)

10.5m – 13m2530

13m – 16m2838

16m – 19m3146

19m – 23m3354

23m – 27m3661

27m – 34m3969

34m – 42m4277

42m – 52m4485

52m – 65m4785

65m+5085

Anything under 8.5m population is untouched — this is aimed squarely at the states that were being squeezed, not a blanket buff.
The engine cap
Raising the ramp on its own does nothing: HOI4 clamps total shared slots at MAX_SHARED_SLOTS, which MD sets to 56. This submod raises it to 100. An 85-base state with the usual +10% railway and infrastructure modifiers lands around 93 and can climb toward the cap.
The state view fits
100 slots do not fit in a panel laid out for 56, so the shared-slot grid is retuned to 12 columns at a smaller icon size. The whole grid stays inside the state view instead of spilling past it.
Compatibility

Load order: Millennium Dawn first, this submod last. The launcher enforces it — MD's Beta Test, Modern Day and Developer Version are all listed as dependencies.

HOI4 1.19.x, built against Millennium Dawn 2.0.

Overrides MD's state_category folder and its countrystateview.gui, so it will conflict with any other submod that touches building slots or the state view panel.

Save compatible. Slot counts apply to existing saves as soon as they load. Because the define and interface changes are read at startup, restart the game fully after enabling — a save reload is not enough.
