Advisors should only spawn, if you can actually use their bonuses (e.g. an advisor giving Clergy loyalty should not spawn if you don't have the Clergy estate). Though there are some limitations (e.g. an advisor giving vassal tax may also spawn if you have vassal like subjects that do not pay taxes to you). However due to limitations of the interface, some advisors exist in multiple variants (e.g. Archbishop has 3 variants, one for each modifier). This means should you lose the ability to use the modifier (e.g. switch to a different religion than Catholic while having the Catholic variant of the Archbishop), you will not automatically get a replacement but keep the advisor without valid modifier. From that point on though, a new advisor spawning would be the correct one. A few of the advisors can only be male.[/i]
